Complete the following steps to apply for NORPASS...

1. Download and complete the application here (pdf) or here (doc). Note that to open the PDF file you will need a free PDF reader such as Foxit Reader or Adobe Reader, and to open the doc file you will need Microsoft Word or a free alternative such as OpenOffice.org Writer.
2. Fax, mail, or e-mail the completed application to NORPASS.

3. Fax, mail, or e-mail a copy of each truck's IRP registration cab card to NORPASS.

4. If purchasing one or more transponders, mail a check or money order to NORPASS.
   • US$45 per transponder for non-KY-residents, US$47.70 per transponder for KY-residents
   • Applicants enrolling a Green Light or Bestpass transponder do not need to purchase a NORPASS transponder or send in payment.
   • If you have transponders issued by PrePass, you may be prohibited (by PrePass) from enrolling those transponders in any other program. Check your PrePass membership agreement or call the PrePass Service Center before attempting to enroll a PrePass transponder in NORPASS.
   • If you are not purchasing a transponder, you may skip this step.
